Gasunie aims to establish an agreement for the supply of shell-and-tube heat exchangers in accordance with its Technical Standard MSW-02-E and other shell & tube heat exchangers in line with EN-13445. The heat exchangers are critical components within local Gas Receiving Stations (GOS), where they are used to regulate gas pressure and ensure safe and efficient operation of the national gas transmission network. Gasunie operates approximately 1,100 GOS locations, in which a total of around 2,800 shell & tube heat exchangers are installed. These units are procured both for new infrastructure projects and as replacements within maintenance and asset management programs. The estimated value over the full term (initial 4 years plus two extension options of 2 years each) of the framework agreement is EUR 2,500,000.

To effectively meet both regular and project specific needs, Gasunie intends to conclude a framework agreement with two suppliers. Under this framework agreement, Gasunie has two award options: directly for regular deliveries and in a mini-competition for specific requests. • Regular Deliveries For the regular supply of shell & tube heat exchangers for gas receiving stations, Gasunie will purchase directly from the number 1 under the framework agreement. • Specific Requests (Mini-Competitions) For project driven or non standard requests—such as those involving special technical, logistical, or engineering requirements—Gasunie will hold a mini-competition between the two suppliers (number 1 and 2). When a specific need arises, a mini-competition will be organised between the two suppliers. The decision on the award will be based on the best price-quality ratio based on predetermined evaluation criteria, such as price, delivery time, quality, sustainability, technical suitability, and the required degree of customization. The supplier who achieves the best overall score based on these criteria will be selected for the specific request. The estimated value over the full term (initial 4 years plus two extension options of 2 years each) of the framework agreement is EUR 2.500.000.
